Department: Land and Development ServicesJob Summary:
The incumbent reviews land development projects, ensures compliance with standards, and manages capital projects.
Duties and Responsibilities:
- Reviews detailed design drawings, contract specifications, and reports submitted by private developers and/or consultants to ensure compliance with Servicing Standards Manual and sound engineering principles.
- Completes, manages, or coordinates the design and construction of in-house capital infrastructure projects to be completed by contractors or City forces or manages consultant controlled projects including reviewing reports and designs to ensure compliance with City Servicing Standards and sound engineering principles.
- Oversees and inspects capital projects, evaluates performance of consultants and contractors. Issues “stop-work” orders and recommends the issuance of construction completion and final acceptance certificates.
- Supplies professional expertise in relation to infrastructure construction and interprets City Engineering Servicing Standards for the public, private developers, contractors and consultants.
- Initiates development of and/or revisions to the City’s Servicing Standards manuals including research into new products and construction procedures.
- Prepares and negotiates development agreements with private developers and ensures compliance with the agreement.
- Drafts engineering, detailed design and specialized drawings.
- Prepares and evaluates tenders, quotations, proposal calls and reports, and recommends awards in accordance with City Purchasing Policy.
- Collects and analyses technical data, undertakes studies, and researches and prepares and presents reports for approval.
- Coordinates, performs or assists in performing survey activities.
- Assists with preparing the Engineering Services Departmental budgets, prepares and controls project budgets, and calculates charges as outlined in the Local Improvement Bylaw.
- Follows, so far as is reasonably practicable, established safety procedures and standards and ensures contractors/consultants/workers follow the same on work sites.
- Directs and trains seasonal staff and contributes to their recruitment, performance appraisals, and disciplinary action.
- Acts as Manager of Engineering Services or Engineering Projects Officer as assigned.
This position contains elements necessary for identification and evaluation of the job. The incumbent may be required to perform other related duties.

Working Conditions:
Sixty percent of time is in the office. The remainder of the time there is exposure to confined spaces, noise, dust, fumes, traffic, extreme temperatures, raw sewage, uneven terrain and construction sites.
Required Knowledge, Skills, and Abilities:
- Completion of a Diploma in Civil Engineering Technology
- Professional Certification in Engineering Technology
- Valid Class 5 Driver’s License
- Standard First Aid, Confined Space Entry, Electrical Hazards and Trenching Safety Certificates, or ability to obtain within 6 months of hire
- Previous Experience - 5 years related
- On-the-job experience - 6 months
- Ability to communicate complex information in a clear, concise, easily understood manner
- Proven project management, decision-making/problem solving, and interpersonal skills,
- Strong customer service orientation and demonstrated ability to be self directed.
An equivalent combination of education, training and experience may be considered.
Examples of Equipment to Operate:
Light transportation vehicle, canoe or small boat, survey, testing and recording equipment, engineering calculator, whiteprint machine, communications and office equipment, computer with applications including Outlook, GIS, Word, Excel, Power Point, ERP, AutoCAD, various engineering software packages, such as water and sewer computer models, survey instrument with data recorder, and Traffic Counters and signals, and pump house and lift station equipment.
