Job Summary:

The incumbent is responsible for the design, development and delivery of learning programs and training initiatives for the City of Whitehorse. This includes identifying learning objectives, determining suitable training techniques and delivery methods, creating the appropriate learning materials, and conducting training evaluations to support business strategy and department objectives. 

Duties and Responsibilities:

  1. Identify and assess training needs across the organization. 
  2. Responsible for developing or coordinating, implementing, facilitating, and tracking training activities to support employee development and strategic business objectives.
  3. Develop and deliver new hire onboarding for employees at the City of Whitehorse.
  4. Create training documentation, manuals, online/eLearning training, and other related materials.
  5. Monitor and report on outcomes and effectiveness of training activities.
  6. Meet with Managers, Directors, and relevant stakeholders to determine training needs and collect feedback on training effectiveness.
  7. Responsible for the implementation and ongoing maintenance and administration of a Learning Management System (LMS).
  8. Research and evaluate suitability of various external training and development programs and training partnerships opportunities.
  9. Other related duties. 
  10. Follow, so far as is reasonably practicable, established safety procedures and standards.
  11. Acts as Manager, Human Resources as assigned.

Position Requirements
Working Conditions:

Majority of the work is performed under normal office conditions.

Required Knowledge, Skill and Abilities:

  • Bachelor's degree in Human Resources, Adult Learning or Instructional Design or related discipline 
  • CPHR designation an asset 
  • 5 years of related experience developing training, learning or talent development initiatives within a unionized work environment 
  • On-the-job-experience - 6 months
  • Experience working with and managing a LMS as well as eLearning authoring tools (e.g. Articulate360, Adobe Captivate, etc.)
  • Strong understanding of instructional design and adult presentation skills
  • Interpersonal and conflict resolution skills, sensitivity to ambiguity, multi-tasking and attention to detail, analytical and communication skills, and a positive outlook
  • Leads by example by adhering to all City Policies, Administrative Directives, and Bylaws 

An equivalent combination of education, training and experience may be considered.

Examples of Equipment to Operate:

General office equipment including computer skills to operate software programs related to intranets, spreadsheets, word processing, electronic mail, etc.
