Occupational Health and Safety Services Specialist

Department: Human Resources and Safety ServicesJob Summary:
The incumbent provides leadership and expertise in the delivery of Occupational Health and Safety Services across the organization.
Duties and Responsibilities:
- Makes recommendations regarding responsibilities and standards for occupational health and safety practices, procedures and policies to all levels of the organization.
- Develops and administers the corporate Occupational Health and Safety Management Program. Assists departments with the development, evaluation and maintenance of their specific Occupational Health and Safety Management Program to ensure they comply with the requirements of the Occupational Health & Safety Act.
- Develops and coordinates return-to-work plans for employees returning from Weekly Indemnity, Workers Compensation and other requests for accommodation.
- Performs health and safety inspections and audits.
- Acts as the subject matter expert on Occupational Health & Safety by providing research and technical advice on purchases of occupational health and safety equipment.
- Coordinates and/or performs occupational health and safety training including, but not limited to driver training, 1st aid, Workplace Hazardous Materials Information System, Transportation of Dangerous Goods legislation, respiratory equipment fit testing, ergonomic assessments, audiometric and air quality testing. Prepares reports and maintains statistics in relation to the position description.
- Investigates injuries to employees and incidents/near misses involving City owned vehicles/equipment and buildings, recommends corrective action to prevent future incidents, and distributes incident information to further the understanding of various health and safety concerns.
- Communicates with other agencies and acts as the City’s representative in regard to occupational health and safety matters.
- Coordinates the city’s corporate health and safety committee by providing administrative support and acting as an employer representative to the committee. Ensures that recommendations and actions are followed up on and are compliant with relevant policy and legislation.
- Follows established safety procedures and standards.
This position contains elements necessary for identification and evaluation of the job. The incumbent may be required to perform other related duties.

Working Conditions:Works in a wide variety of locations. Required to drive to various work/job site areas on a daily basis and may be exposed to dust, fumes, confined spaces, noise, slip hazards, falls, and dangerous substances. Works closely with internal staff and may encounter disagreeable interactions with staff/contractors.
Required Knowledge, Skill and Abilities:
- 2 year Community College Diploma in Occupational Health and Safety
- Canadian Registered Safety Professional designation
- Class 5 Driver’s License
- Previous experience - 5 years related experience which includes 3 years’ experience in occupational health and safety programming and audits
- On-the-job experience – 6 months
- Standard First Aid aid with Level C CPR
- Health and Safety trainer; e.g. Workplace Hazardous Materials Information System (8 hours), First Aid (16 hours), Transportation of Dangerous Goods (8 hours), traffic control (16 hours), confined space entry (16 hours), fall arrest (8 hours), safety auditor (35 hours), ergonomics assessment (40 hours), respiratory equipment training (8 hours), train the trainer (40 hours), Total hours = 195
- Presentation skills
- Must have excellent oral and written communications skills and be able to facilitate staff/contractor interaction.
- Self motivated and willingness to work under minimal supervision and set own priorities.
An equivalent combination of education, training and experience may be considered.
Examples of Equipment to Operate:
Vehicles, training equipment, computer with applications such as Outlook, Word, Excel, WorkTech, HRIS, and office equipment, health and safety monitoring equipment (sniffers, personal locator beacons, etc.).
