Job Summary:

The incumbent performs a wide range of administrative, financial, and project support, as well as information management, reconciliation, and reporting. 

Duties and Responsibilities:

  1. Provide a variety of financial support for department operations and capital projects, including budget, funding and contract analysis and reconciliation with financial accounting systems, preparing and processing purchase orders and payments, ensuring accuracy of records and accounts, requisitioning billable services, and assisting with inputting budget requests;
  2. Maintain, monitor and ensure compliance with various external funding agreements (e.g., Gas Tax, Building Canada), to ensure financial and reporting accuracy and compliance with legislation, contract agreements and internal controls, including preparing funding proposals, analyzing eligible expenditures and initiating written and financial reports in order to receive payments.
  3. Provide administrative support activities to the Engineering department, including administering filing systems for capital, O&M, permitting, private development and topical files; preparing reports, spreadsheets and charts; drafting and editing correspondence; recording meeting minutes, maintaining office supplies and equipment;
  4. Provide customer service to internal and external contacts with diplomacy and knowledge by assessing and responding to or referring a variety of inquiries, complaints, or requests for information/records
  5. Administer Street Occupation Permits and bylaw variances (e.g. noise variance) for City Engineer’s approval, including explaining requirements and processes and providing related information to contractors and public applicants, notifying affected internal departments and developing/maintaining permit tracking system.
  6. Maintain the Engineering Library and its database, including all contract documents, reports, O & M manuals, technical specifications and reference materials (digital and printed items).
  7. Assists in preparing, compiling, reviewing and explaining various Local Improvement Project packages in accordance with City Policies, Bylaws and Territorial Acts
  8. Follow, so far as is reasonably practicable, established safety procedures and standards.

Working Conditions:

The majority of the work is performed under normal office conditions.

Knowledge and Skills:

  • Office Administration certificate or equivalent, along with basic accounting skills, is an asset.
  • 3 years related experience and one year on-the-job training in a municipal environment, with knowledge of City structure, functions and regulations.
  • Proven skills working with computerized financial systems software.
  • Ability to work independently and maintain accuracy under pressure, attention to detail, and meet critical deadlines with little supervision.
  • Proven effective written and oral communication skills to build effective working relationships with a variety of internal and external stakeholders (staff, contractors, consultants, public, other government officials)
  • Strong team player, client service orientation and interpersonal skills.
  • Good organizational, analytical, self-directing and multi-tasking skills.

An equivalent combination of education, training and experience may be considered.

Examples of Equipment to Operate:

General office equipment, including computer skills to operate software programs related to Excel spreadsheets, word processing, electronic mail, databases, GIS maps, multi-line phone system, etc.
