Job Summary:
The incumbent leads and coordinates the delivery of the City’s revenue programs, including property taxation, utility billing, and accounts receivable. The position is responsible for the development, administration, and continuous improvement of revenue-related policies, systems, and processes to ensure legislative compliance, financial integrity, and long-term sustainability.
Duties and Responsibilities:
- Leads and oversees the delivery of all revenue services functions, ensuring alignment with corporate priorities, legislative requirements, and best practices in municipal finance.
- Provides financial analysis and reporting on revenue performance, trends, and risks to support operational decision-making, budget development, and long-term financial planning.
- Leads the development, implementation, monitoring and continuous improvement of revenue-related procedures and internal controls, to enhance efficiency, accuracy, compliance, and to mitigate financial, operational and reputational risks, including fraud prevention and audit readiness.
- Oversees the integrity of revenue-related financial data, ensuring appropriate reconciliation processes, accuracy of general ledger balances, and compliance with public sector accounting standards.
- Recruits, directs, trains, schedules and appraises the performance of reporting staff. Is authorized to issue verbal reprimands and contributes to higher levels of discipline in accordance with the progressive discipline directive.
- Exercises delegated authority in resolving complex and sensitive revenue matters, including disputes, escalations, payment arrangements, enforcement actions, and write-offs, ensuring fairness, transparency, and consistency with legislation and corporate policies and procedures.
- Ensures compliance with corporate data governance and records retention requirements, including oversight of secure handling and management of sensitive financial information.
- Leads research, analysis, and preparation of reports, briefing materials, and recommendations on revenue-related matters.
- Coordinates and oversees revenue-related systems, including ERP, billing, and payment platforms, ensuring system design, integration and configuration support legislative compliance, financial controls and operational efficiency.
- Ensures compliance with applicable accounting standards, legislation, and municipal bylaws governing revenue recognition, billing, and collection practices.
- Leads and coordinates with external regulatory bodies in areas such as property assessments, Land Titles Office matters, agreements for sale, Home Owners Grant administration and other programs, ensuring accuracy, compliance and alignment between City and regulatory bodies data and processes.
- Provides corporate direction and subject matter expertise on revenue-related matters across the organization, ensuring consistent application of policies, bylaws and financial controls.
- Leads the development, interpretation, and implementation of revenue-related bylaws and administrative directives and provide expert advice to departments and senior leadership.
- Assists in the preparation and monitors, under the direction of the Manager, Financial Services, the Revenue Services section’s annual operating budget.
- Acts as Manager, Financial Services as assigned.
- Ensure, so far as is reasonably practicable, that reporting staff follow established safety procedures and standards.

Position Requirements
Working Conditions:
Majority of the work is performed under normal office conditions.
Knowledge and Skills:
- Degree in Accounting, Business Administration or related discipline.
- Chartered Professional Accounting (CPA) designation is an asset.
- 5 years of progressively responsible experience, including at least 2 years in a supervisory role within a municipal or public sector environment, with direct experience in property assessment, taxation and utility billing processes.
- 1 year on the job training.
- Extensive knowledge of municipal revenue legislation, including property taxation, utility billing and applicable territorial and municipal regulatory frameworks.
- Strong understanding and demonstrated ability to interpret, apply and provide guidance on municipal bylaws, territorial legislation and related regulatory requirements impacting revenue services.
- Strong understanding of public sector accounting standards (PSAB).
- Experience with enterprise financial systems and integrated revenue platforms.
- Excellent organizational skills, prioritizing and ability to multitask with minimal supervision.
- Excellent skills relating to communications, team building, human relations, research and problem solving.
- Proven written and oral communication skills.
- Ability to foster and maintain effective relationships with internal stakeholders, external agencies and the public.
