Department: Recreation and Facility Services 
Job Summary:
Under the direction of the Manager, the incumbent supervises and administers all recreation programming, including drop-in
and registered programs, special event, community engagement activities and associated services and partnerships. 
Duties and Responsibilities:
1. Supervises, develops, coordinates, promotes, and evaluates recreation programs including drop-in and registered
programs, special events, community engagement activities and associated services to maximize service delivery to the
community. 
2. Prepares and monitors, under the direction of the Manager, Recreation and Facility Services, the recreation program
annual operating and capital budgets. 
3. Recruits, directs, trains, schedules and appraises the performance of reporting staff, is authorized to issue verbal
reprimands and contributes to higher levels of discipline in accordance with the progressive discipline directive. 
4. Maintains program statistics and assists with the assessment or development of policies, guidelines, and promotions, as
requested, of the Department.
5. Develops and manages partnerships with community organizations that share recreation goals. 
6. Formulates a variety of operational and business reports and presents reports to City Council.
7. Provides input, reviews, and edits all marketing and advertising materials for recreation programs, including the Active
Living Guide, website, social media, posters, and educational campaigns.
8. Provides input into and updates risk management plans and safety policies/procedures for programs, events, and
services. 
9. Ensures, so far as is reasonably practicable, that reporting staff follow established safety procedures and standards.

10. Acts as Manager, Recreation and Facility Services as assigned. 

11. Other related duties

This position contains elements necessary for identification and evaluation of the job. The incumbent may be required to perform other related duties.

Position Requirements
Working Conditions:
Hours of work between 05:00 and 01:00, Sunday to Saturday. Mostly under general office conditions within a public
recreation setting. Exposure to, dust/dirt, inclement weather, and temperature extremes. Some first aid responsibility with possible exposure to bodily fluids. 


Required Knowledge and Skills:

Degree in Sport and Recreation Management, Leisure Studies, Community Recreation 
Previous Experience - 5 years related including 3 years in a supervisory role in a public recreation setting 
Standard First Aid and CPR Level C.
On-the-job Experience - 6 months 
Experience in a membership-based facility service setting 
Demonstrated ability to work independently, make decisions and provide direction in a fast-paced environment with
little supervision 
Strong organizational skills and ability to handle competing priorities and deadlines in a professional manner 
Proven financial literacy in budget oversight, tracking, and procurement 
Proven inter-personal, conflict resolution, and negotiation skills to promote a positive image of the City of Whitehorse
Strong communications skills required for report writing, policy development, and media relations

An equivalent combination of education, training and experience may be considered

Examples of Equipment to Operate:
Office Equipment, computer with Microsoft Office applications, recreation management software, communications equipment,
ERP, audio-visual equipment, first aid equipment, and a City Vehicle.
