Reporting to the Director, Information Technology, the Senior Manager, Project Management Office (PMO) is responsible for the Project Management Office. 

The scope of responsibility encompasses the leadership of Project Management Staff and contractor management, project management standards, the expansion and development of the project management maturity levels within Northwestel, and support of the tracking and governance of the PMO portfolio.

The Senior Manager, PMO is accountable, when directed, for the effective launching of corporate projects, as a service to business primes and Capital Management. 

The Senior Manager, PMO focuses on project management processes, templates, and tools, used to facilitate successful project execution and delivery, and continuous project learning and improvement.

This position has the following direct reports:

  • Senior Project Manager;
  • Project Managers;
  • Project Control Clerk; and
  • Contracted Senior and Project Managers

Specific Accountabilities 

  • Build and support a high performing team of results oriented, customer and internal client focused employees, who deliver the best Project Management services to Business Leaders responsible for corporate projects.
  • Select and provide leadership, direction, coaching, development, and performance management (including but not limited to the performance appraisal process, discipline/Work Plans or Attendance Management Program when required) to the direct reports.
  • Guide and facilitate Project Leaders/Sponsors in managing their projects through the early stages of promotion and approval. This includes initial scope, Master Project Document, and other initial activities necessary to bring a project through initial governance and approval.
  • Ensure alignment with Northwestel’s strategies, policies, and business objectives.
  • Ensure compliance to Northwestel’s Governance, Accounting, and Project Management processes within each project; this includes adhering to PMI-defined best practices.
  • Maintain and support Northwestel’s project management methodology, associated project life cycle and the project governance processes.
  • Participate in various project forums to support, coach and mentor project leaders and project managers in applying the project management methodology and the PMT governance processes.
  • Track and report Key Performance Indicators at the project and project program levels.
  • Manage projects as necessary and reasonable.
  • Design and facilitate critical cross functional project meetings.
  • Ensure the department has the appropriate staff to enable project initiatives.
  • Be innovative by contributing new ideas and introducing new methodologies, as appropriate, to various corporate initiatives. This includes developing and supporting the evolution of Northwestel's PMO to include Program Management and Portfolio Management, with the engagement of Executive and Director stakeholders.
  • Actively participate in the Health & Safety program by working in compliance with OH&S Acts and Regulations, completing required training and reporting immediately to your Supervisor or Workplace H & S Committee member any work-related hazards and concerns.

Knowledge & Competencies Required 

  • The incumbent will typically have completed post-secondary education in IT, Telecommunications or a related field and have considerable experience in Project Management.
  • They will have practical experience formally managing other project managers, ideally in the IT or telecommunications industry.
  • Project Management Profession (PMP) certification is strongly desired.
  • The Senior Manager, PMO must have competence in current and emerging project management methodologies (e.g. agile, waterfall); using project planning and management tools; applying governance models for project, program and portfolio management; being able to effectively communicate and manage interpersonal relationships with staff and stakeholders; the ability to influence discussions to achieve desired business outcomes. Also required is the ability to lead multiple teams in a fast-paced multidisciplinary environment, often conducted using remote collaboration systems and tools, and a willingness to mentor diverse sets of people.
  • The incumbent must exhibit an attention to detail and commitment for adherence to process and project governance practices.
  • This position requires excellent oral and written skills in both in technical and business writing and presentation.
  • Actively participate in the Health & Safety program by working in compliance with OH&S Acts and Regulations, completing required training and reporting immediately to your Supervisor or Workplace H & S Committee member any work-related hazards and concerns.
  • Knowledge of the elements of a health & safety program will be considered an asset.
