Job Summary:

The incumbent coordinates the Geographic Information System, administers database applications and develops applications for the City.

Duties and Responsibilities:

  1. Develops, implements and manages custom GIS applications for the organization
  2. Assist with data base management activities such as backup and recovery, tuning and performance evaluation.
  3. Develops, implements and manages the GIS system within the organization including planning, designing and maintaining GIS applications to meet the needs of users.
  4. Promotes the concept and use of GIS. throughout the organization and collaborates with departmental managers in assessing training requirements and develops, implements, evaluates and provides training programs.
  5. Creates and maintains database applications, queries and reports from the corporate database platforms (MS SQL, MySQL).
  6. Provides second level support for City Works, SharePoint, ERP and other corporate applications.
  7. Establishes standards and operating procedures for use of GIS and database applications, and ensures compliance.
  8. Coordinates conversion projects of corporate land-based information, Databases and Applications from various platforms and environments.
  9. Researches, tests and evaluates GIS software and concepts for compatibility with the hardware environment and recommends the future direction.
  10. Researches, tests and evaluates Applications, Databases and environments for compatibility with the Corporate environment and recommends the future direction.
  11. Develops and maintains standards for data backup and business continuity plans.
  12. Assists other members of the Information Systems department and other City departments with Databases, GIS and other Information Systems activities.
  13. Assists with the preparation of the annual, capital and 5 year budget for related capital projects.
  14. Follows, so far as is reasonably practicable, established safety procedures and standards.
  15. Acts as Manager, Business and Technology Systems as assigned.

Working Conditions:

Required to work primarily inside. Extended periods of concentration required. Regular travel between City buildings required. May be exposed to dust, dirt and noise.

Required Knowledge, Skill and Abilities:

  • 4 year University Degree in Computer Science or related field.
  • Previous Experience - 5 years related
  • On-the-job Experience – 6 months
  • Valid Class 5 Drivers’ License
  • Knowledge of Database platforms including, MS SQL Server, MySQL
  • Knowledge of Application development 
  • Knowledge of Geographical Information Systems

An equivalent combination of education, training and experience may be considered.

Examples of Equipment to Operate:

Computer with applications including Windows, Database Platforms (MySQL, SQL Server), GIS Applications (MapInfo, etc.), Office Applications (Outlook, Word, Excel), Internet and Computer equipment.
