Request for Proposals – DRB Panel Recruitment and Training Plan

The Yukon Dispute Resolution Board (DRB) is inviting qualified and experienced contractors to submit proposals to:
·         recruit people to form a DRB Panel of Mediators and Arbitrators; and
·         develop a training and implementation plan for the Panel.
 
The project will begin June 24, 2024, and end March 31, 2025.
Proposals are due no later than 4:00 PM on June 7, 2024.
Proposals should be submitted electronically to drb.ufa@northwestel.net.

Background:  The DRB facilitates the out-of-court resolution of disputes in an informal and non-adversarial atmosphere by providing and administering a comprehensive dispute resolution process to resolve disputes arising from the interpretation, administration or implementation of Settlement Agreements or Settlement Legislation.  Relevant information pertaining to the DRB can be found at the website: www.drbyukon.ca.
 
Mediators and Arbitrators are two distinct groups:
·         Mediators may have baseline competency, that may require further training; and
·         Arbitrators must be competent, that may require further training.

Scope of work:
·         identify the makeup and character of the panel with the assistance of the DRB;
·         develop a Panel member recruitment plan, with the guidance and participation of the DRB, which will include a broad outreach and engagement by:
o   one-time visits to Yukon communities by attending Yukon First Nation’s General Assemblies or trade shows held in the communities;
o   attending the Council of Yukon First Nations General Assembly during the last week of June; and
o   distributing DRB information documents and promotional items.
·         implement the recruitment plan;  
·         identify core competency requirements for DRB Panel Mediators and DRB Panel Arbitrators; and
·         develop a personalized training plan to meet core competencies for each Panel member.

Proposal Submission Guidelines and Requirements:         
Proposals must demonstrate experience respecting the subject matter and competence to successfully complete the work. Proposals shall include the following:
·         brief cover letter that demonstrates project understanding and competency to complete the work;
·         proposed methodology and workplan;
·         a clear description of services/deliverables included in the project budget;
·         a project budget including all expenses;
·         profile of the consultant or firm, including project team members and qualifications relevant to the needs of the project;
·         a proposed time schedule for the work; and
·         include two references from clients that worked with you in a similar capacity, including their contact information.

Evaluation of Proposals:
Proposals will be evaluated based on capability, service quality, time estimates, approach to delivery of services, budget estimates, qualification, and relevant experience.

Terms and Conditions:
The DRB shall own intellectual property rights to this project and reserves the right to:
·         reject any offers without obligation or liability to any potential contractors;
·         accept other than the lowest price offer;
·         add or remove sections of the proposal;
·         negotiate with any or all applicants;
·         cancel this RFP at any time without notice or cause; and
·         request additional information, or an interview from any contractor.

The selected proposal will be required to provide proof of:
·         Workers Compensation coverage;
·         business license;
·         liability insurance; and
·         GST registration.
