Organization Background
The Vuntut Gwitchin Government (VGG) is dedicated to the well-being of the Vuntut Gwitchin people, who signed their Land Claim and Self-government Agreements in 1993 and 1995, respectively. Approximately 250 Citizens live on traditional lands in the fly-in-only community of Old Crow, Yukon. This is the only Yukon community located within the Arctic Circle. Total membership is approximately 900, with ~250 Citizens residing in Whitehorse and the remainder elsewhere.

Project Overview
VGG seeks to develop a Vuntut Gwitchin First Nation Housing Strategy and Implementation Plan. This strategy and implementation plan need to be collaboratively developed with a Citizen-based committee as well as regular engagement with Citizens. The housing strategy will include, but isn’t limited to addressing housing needs, approach to rental arrears, home ownership, housing funding and housing maintenance in a culturally relevant way.

 The Housing Strategy should include 1, 3, 5, and 10 year goals and objectives with a implementation plan and a long term vision for addressing housing for the VGFN.

 The Housing Strategy should also include:

  • a VGFN housing policy modernization;
  • a staged approach to addressing historic issues (e.g. rental arrears, ownership issues);
  • 10-year investment and building plan that should incorporate any laws or plans such as the “Old Crow Community Plan and Zoning Bylaw” and Energy Implementation Plan;
  • An approach to asset management (including building lifecycle analysis); and,
  • Proposed approach for ongoing needs assessments.

 

Lastly, the Strategy and Implementation Plan will need to integrate and help take steps towards our goal of being net zero by 2030.

Project Goals

  • Assess current housing situation and do a literature review of current artifacts in VGG (e.g. Housing Policy, Needs Assessment, Energy Implementation Plan, Community Plan and Zoning Bylaw);
  • Work with VGG to establish a committee that integrates both government officials and Citizens;
  • Engage citizens in Old Crow and Whitehorse through engagement and information sessions;
  • Develop a draft housing strategy and implementation plan;
  • Develop a draft framework of housing related policies, and
  • Ensure ongoing support after the project is completed.

Other Requirements
VGFN has citizens that offer private accommodations and other services in the community, these services should be used first when conducting community visits.

Schedule
VGG would like the VGFN Housing Strategy and Implementation Plan by August 2023.

Evaluation
We will evaluate proposals based on the following criteria:

  • Examples of similar work – 10%
  • Proposed approach and process – 10%
  • Ability to achieve Net Zero – 20%  
  • Project Team experience and technical expertise – 20% Cost- 30%
  • Indigenous owned business, Yukon-based business
  • Mentorship opportunities – 10%
  • Within the proposal, you should also provide references and indicate the ongoing support that will be provided.

  • Two references
  • A detailed timeline
  • A detailed budget
  • Biographies of key team members who will work on the project
