Reporting to the CFO and VP Corporate Services, with a dotted line accountability to Bell’s procurement department, the Procurement Services Manager is responsible for sourcing & procurement of required services and materials in alignment with Northwestel & BCE procurement practices and policies. Procurement’s strategic mission is to create value by providing best-in- class sourcing solutions while continuously lowering Northwestel’s cost structure. Procurement has 3 primary strategic goals:

  • Significantly reduce Northwestel's cost of doing business in alignment with corporate priorities.
  • Broaden the universe of competent vendors available to Northwestel to perform critical tasks on time and on budget.
  • Support Northwestel's strategic direction to promote meaningful diversity by employing and developing qualified indigenous vendors across our operating area.

The incumbent will judge their success by how successful the Northwestel teams are in meeting or exceeding their goals and objectives. The position deals with a variety of internal resources with varying degrees of understanding regarding the role of procurement. You must be able to pivot quickly between being a subject matter expert supporting sophisticated project managers and Executives and guiding less experienced resources with little knowledge of the Procurement function. This is a high profile position considered key to meeting Northwestel overall business objectives. The position calls for an exceptional procurement professional that is comfortable partnering and collaborating with internal and external resources as a team player.  

This is achieved through:

  • The negotiation of agreements and other legal documents on behalf of Northwestel and the Vendor community,
  •  Setting the terms and conditions for the provision of services and materials while optimizing opportunities for cost improvement,
  •  Management of key sourcing/outsourcing arrangements to maximize value, and
  •  Managing the strategic evolution of professional Procurement practices as an effective business driver.

Specific Accountabilities

  • Manage a portfolio of commercial contracts and vendor relationships for Services.
  • Develop tools to evaluate Procurement risk and classify the Organization spend accordingly
  • Choose/execute a small number of strategic high risk/high spend Vendors for a deep dive to drive opportunities 
  • Lead Procurement initiatives to maximize vendor relationships and obtain the best value for Northwestel 
  • Effective contributor to Northwestel’s strategic initiative to lower operating costs
  • Conduct detailed assessments of client needs, develop solutions and Vendor options that add value for clients
  • Support and/or lead strategic sourcing initiatives to distribute and manage RFI, RFQ and RFP documents.
  • Manage, perform quality control, and generate reports on spend data and other key indicators as required.
  • Recommend, develop, coordinate and implement best practice processes and procedures to maximize efficiency and effectiveness of the work performed by Procurement.

Knowledge and Skills Required

  • University degree in business administration and/or diploma in Procurement with a minimum of five (5) years procurement experience; alternate combinations of education and experience will be considered on a case by case basis.
  • Deep awareness of and interest in advancing the capabilities of indigenous partners to provide competitive services 
  • Superior communication skills, written and verbal with proven ability to interact with senior levels of the organization.
  • Proven negotiation skills, effective communicator, comfortable working in a matrix environment.
  • Strong quantitative and analytical skills, statistics knowledge and experience required.
  • Ability to collaborate and persuade others and work with various department sponsors, governance stakeholders, and other Procurement colleagues.
  • Excellent prioritization skills.
  • Results orientation; resilient in the face of complexity.
  • Demonstrated and tenacious problem solver.
  • PC proficient (Microsoft Word, Excel and PowerPoint).
  • Experience in a Telecommunications environment will be considered an asset.
  • PMAC / SCMAO Accreditation or current enrolment in PMAC program is a strong asset.
  • Experience with the use of sourcing and analysis tools (ARIBA, Ivalua, SAP, etc.) is considered to be an asset.
