Compliance Officer I

Job Summary:

The incumbent conveys information and education to landfill users with regard to proper waste disposal practices, inspects waste for compliance with the Waste Management Bylaw, and ensures the Transfer Station area at the Waste Management Facility is organized and well maintained. 

Duties and Responsibilities:

  1. Inspects commercial and residential waste loads at the Waste Management Facility for compliance as required in the Waste Management Bylaw. Calculates and communicates applicable fees per the Fees and Charges Bylaw. Inspects commercial and residential waste set out for collection to support compliance with Waste Management Bylaw. 
  2. Provides information and education to customers regarding proper segregation of wastes at the Waste Management Facility. Directs all users to appropriate disposal/recycling areas in the Waste Management Bylaw.
  3. Organizes and maintains the Waste Management Facility Transfer Station, including receiving and consolidation of household hazardous waste.
  4. Records and documents all infractions. Manages compliance data and prepares reports.
  5. Reports clearly visible bylaw infractions to supervisor and/or Bylaw Services. 
  6. Performs labouring duties such as sweeping, shoveling, lifting, packing, hauling, digging, and moving objects
  7. Distributes City of Whitehorse informational pamphlets as required.
  8. Provides traffic control at Waste Management Facility as required.
  9. Follows, so far as is reasonably practicable, established safety procedures and standards.
  10. Other related duties.

Position Requirements
Working Conditions:

Five 8-hour shifts per week, Sunday to Saturday.  Exposure to all types of solid waste, dirt/dust, potentially harmful chemicals, odours and fumes. Exposure to temperature extremes and inclement weather, noise requiring hearing protection, working on uneven ground. High volume of public interaction, including occasional disagreeable interactions. Lifting heavy (greater than 23 kg) items on a daily basis.   

Required Knowledge, Skill and Abilities:

  • Grade 12
  • Class 5 Driver’s License
  • 1-year previous related experience
  • 3 months on the job experience
  • Must have strong interpersonal and conflict management skills
  • Must have thorough knowledge and understanding of waste management practices
  • Ability to work with little supervision
  • Standard First Aid including level C CPR

Additional certification required within one year of employment includes: Transportation of Dangerous Goods, WHMIS, Hazard Assessment and Control, Traffic Control Course. An equivalent combination of education, training and experience may be considered.

Examples of Equipment to Operate:

Radio communication equipment, Computer with programs such as Microsoft Word, Excel and ERP, tablet, scale data software, light vehicle.
