Job Summary:
The incumbent is responsible for the management and delivery of vertical infrastructure projects as well as the maintenance and asset management of the City's built facilities once the construction phase is complete.
Duties and Responsibilities:
- Lead the project management services of vertical design and construction, including facilitating the planning, programming, design, new construction, and renovations for City buildings and facilities. Projects managed range from capital/deferred maintenance to ground-up new buildings.
- Manage project and design teams (user agencies/owner, architect, contractor) by bringing and implementing ideas that will increase collaboration, performance, innovation, and accountability to the overall process required to successfully plan, procure, design, and construct projects.
- Manage and provide leadership in all human resources areas, including recruitment, safety and performance management consistent with collective agreements and city policies.
- Create, analyze and maintain project schedules and budgets in association with complex and/or high value defined scopes of work.
- Understand and manage the contractual obligations of all parties involved in large, complex, alternative delivery agreements including managing and coordinating alternatives in contracting, procurement and advanced project delivery methods.
- Generate thorough and accurate project reports for distribution to highly political stakeholders.
- Develop and manage annual budgets by forecasting requirements and analyzing variances, data and trends including the development and oversight of the maintenance budget.
- Prepare for emergencies by creating building evacuation and other action plans.
- Define and measure project performance and anticipate trends in project performance to mitigate potential risk.
- Plan and oversea all repair and installation activities including relationship management with contractors and service providers.
- Liaises with external funding agencies and manages potential external funding sources for City capital projects.
- Ensures, so far as is reasonably practicable, that safety procedures and standards are followed by personnel throughout the department.
- Act as Director as assigned.

Position Requirements
Working Conditions:
Majority of work is performed under normal office conditions. Some evening and weekend work with occasional exposure to inclement weather and temperature extremes when conducting site visits and inspections.
Knowledge and Skills:
- A Bachelor's Degree in Project Management, Engineering, Architecture or a related field.
- Eight (8) years of professional project management experience in commercial, institutional and/or municipal/governmental work as an owner's representative, construction project manager or as a design project manager, including four (4) years at a supervisory or management level in the related occupational group including planning, managing, and scheduling projects and preparing and reviewing contract documents.
- A completed course in Facilities Management supplemented with a Facilities Management or Asset Management certification would be advantageous.
- Ability to deliver defined results within budget and schedule.
- Experience managing complex, alternative delivery contracts/projects with high dollar values and with minimal guidance or oversight.
- Strong interpersonal skills with the ability to communicate amenably with project teams in a challenging and diverse environment and resolve conflicts at all levels.
- Ability to effectively manage multiple tasks and priorities and work in a fast-paced environment while maintaining accuracy and attention to detail.
- Experience and ability making sound decisions in circumstances of ambiguity, uncertainty, and pressures of limited time.
- Experience in change management, budget development, financial management, and risk management with a passion for mentoring peers through positive interpersonal interactions.
- proven written and oral communication skills to develop and present reports, position papers and proposals.
- Ability to follow strict and ethical policies and procedures that guide municipal project delivery work.
- Class 5 driver's license
- Licenses and certifications must be kept current as a condition of employment.
