This position is responsible for the management of the organization’s business decision support activities and systems which creates economic models to quantify data to support the decision making process with respect to the profitability of services, costs of providing services, or pricing of a service or activity. The reports, analysis and business intelligence provided through this position contributes centrally to the corporation’s overall strategic planning initiatives conducted by senior management. Preparation of or contribution to business case proposals and business decisions is coordinated through this position, which involves managing cross-departmental communications and relationships as part of a business intelligence collection network for data critical to the business decision apparatus in the organization. Additionally, this position provides similar services for special projects related to the critical operations of the organization as a whole or a specific business unit as required.

Specific Accountabilities

  • Lead the Business Decision Support department by directing, guiding and hands-on involvement in the creation of economic models to quantify, analyze and present data in the form of various required reports to assist in the strategic decision-making process with respect to the profitability of services, costs of providing a service or an associated activity, or assisting with pricing of a service or activity for new or existing business services or special project.  
  • Such activities will include elements of cost accounting, management accounting, actuarial sciences, associated risks and probabilities, to evaluate options and consider the impact of various contingent scenarios.
  • Lead the advancement of cost modelling capabilities in the organization including the development and constant upgrading of forward-looking BDS service cost models.
  • Plan, prioritize, implement and lead medium and long-term enhancements to the costing framework including purchasing software or creating software models, which can be used or accessed by other staff or departments.
  • Develop and maintain strong working relationships with subject matter experts (SME) within Product Marketing, Product Management, Technology Development, and Network Planning and Operations to gain an understanding of emerging network technology, provisioning practices and organizational capabilities that will be factored into the cost models for business decision support.
  • Lead cross-functional teams as well as work independently in developing cost and benefit cash flows, interpreting the results of economic models to determine their reasonableness and providing the determinations of that analysis to the Director, Finance and senior management.
  • Provide costing support and consultation services to all lines of business including economic costing and methodology support to Northwestel Finance and Regulatory teams.
  • Share knowledge regarding business decision support systems/mechanisms to mentor or develop subject matter experts within the Finance Department and the rest of the Company.
  • Identify opportunities for applying business decision support systems/mechanisms within the Company that add value and bring these to the attention of the Director, Finance.
  • Collaborate with key stakeholders such as the CEO, Vice Presidents and other critical roles regarding regulatory strategy brainstorming sessions, risk analysis, and information gathering to support decisions.
  • Interact with Bell regarding best practices for costing and regulatory files on a regular basis.
  • Conduct research and financial analyses to assess the implications of regulatory proposals and other cost filings on a broad range of topics preparing reports of cost studies for submission to the CRTC as required.

Knowledge and Competencies Required

  • Masters of Business Administration (MBA), post-graduate degree in Economics or Engineering, or a professional finance or accounting designation, such as Chartered Professional Accountant (CPA) or Chartered Financial Analyst (CFA) with extensive experience in economics, finance and/or accounting-related work in business intelligence gathering, modelling and analysis.
  • Minimum five (5) years experience in costing, economic costing studies and financial modelling.
  • Minimum three (3) years experience leading a team of business intelligence analysts or similar roles or leading special project cross-functional teams.
  • Detailed knowledge of incremental costing and economic principles related to cost, including concepts of the time value of money, and economic evaluators such as Net Present Value (NPV), payback period, rate of return, cost of capital etc.
  • Exceptional analytical, data analysis and problem-solving skills, with exceptional attention to detail.
  • Excellent communication, interpersonal, research, organizational, planning, project management, presentation and facilitation skills with the ability to convey ideas effectively to non-financial/economic managers at all levels in the organization.
  • Ability to work independently in developing cost/benefit analysis, cash flows and interpreting the results of economic models to determine their reasonableness.
  • Ability to prioritize and manage multiple assignments within a self-managed environment.
  • Strong computer skills and the ability to quickly learn internal computer programs.
  • Excellent working knowledge of Microsoft Excel with the ability to create well-organized and flexible templates which link to existing evaluation tools.
  • Results-oriented with an ability to work under stringent timeframes, under minimal supervision, and deliver results error-free.
  • Ability to analyze and manipulate significant amounts of data
  • A professional background in engineering systems is decidedly an asset.
