CONTEXT AND BACKGROUND

At Na-Cho Nyäk Dun Development Corporation (NNDDC) we pride ourselves on being innovative about what infrastructure means – to us infrastructure entails the key components that are essential to a healthy, balanced community life and the infrastructure that is needed to maintain a thriving local economy. As such, we are seeking an Infrastructure Manager that can readily employ an ecosystems lens and circular thinking to the work that they undertake and manage. Everything within a strong community is interconnected and supports each other.
Our range of infrastructure is vast and multifaceted, and includes built infrastructure (i.e., buildings, capital infrastructure, etc.) and infrastructure systems (i.e., aviation systems, telecommunications, food ecosystems, etc.). Our current assets include, but are not limited to:


Grocery store
Two hotels and RV facilities
Housing units
Airplane and helicopter assets
Mine site equipment
Renewable energy assets
Office space
Commercial kitchen space
Vehicles and ATVs
Telecommunications infrastructure
Seed banking and reclamation infrastructure



Our infrastructure is held within NNDDC and across our many subsidiaries and holdings. As such, it is a requirement that the Infrastructure Manager be able to work well with other entity leadership and staff, as well as work across multiple industry lines. NNDDC’s current business focus areas are: (1) Food Security and Sovereignty, (2) Tech and Innovation, (3) Infrastructure Development, (3) Local Business Ecosystems, (4) Nän sothän ts’ú ts’į (“Let’s make the land good”), and (6) Green Energy.

Reports to: CEO of NNDDC

Direct Reports:
(1) Maintenance and infrastructure staff and contractors; and
(2) At times, Operations Assistant

Salary: Include your salary expectations

Term and Working Conditions: Permanent full-time (37.5 hours per week). Must be able to respond to rare after-hours or emergency calls; may be classified as “on-call” per company policy.

KEY RESPONSIBILITIES AND DUTIES
- Capital and Operational Planning & Budgeting
- Co-develops an annual capital projects budget and five-year capital projects budget for presentation to and approval by CEO, or their designate
- Co-develops an annual operation budget as it pertains to your duties, for presentation to and approval by CEO, or their designate.
- Maintains and monitors respective annual capital and operational budgets, and works to secure adequate revenue and funding to ensure initiatives are more sustainable to the organization
- Complete project risk assessment, including identification and quantification of risks
- Capital and Operational Plan & Budget Implementation
- Supervises capital projects ensuring they are completed on time and within budget. This includes coordinating and supervising all project staff, contractors, and sub-trades
- Coordinates and oversees the construction projects in accordance with applicable building codes and other Territorial and Federal regulations
- Employs preventative repairs and maintenance strategies and initiatives
- Responds to, or manages the response to, emergencies to include water, sewer and buildings.
- Defining and presenting status reports, project reports and presentations to supervisor, and where appropriate, project stakeholders
- Leads project risk management
- Strategic and Business Development
- Where directed to, meets regularly with other Development Corporations, government bodies, industry, Indigenous organizations, etc. to share information and identify problem areas, and works towards developing joint solutions to issues. Scale can range from local to national.
- Consults, liaises, and collaborates with experts to share information and to potentially formulate joint special projects
- Present project and development opportunities to direct supervisor that meet organizational strategic objectives and: (1) increase net revenues; and/or (2) increase cost savings without negatively impacting service – we value creativity and innovation
- Works with the larger team to complete project planning and strategy, as well as conducting feasibility, business case, and market analyses
- Foundation Building & Succession Planning
- Involved in the recruitment, development, and mentorship of direct reports with particular attention to First Nation of Na-Cho Nyäk Dun Citizens and other Indigenous Peoples. Takes responsibility for the orientation and performance review of direct reports
- Working closely with executive team, senior managers, and partners to develop team capacity and capabilities. Cross-training across teams on fundamental skills is encouraged at NNDDC.
- Ensure robust records management system of infrastructure-related materials
- Development of key policies and procedures
o Development of safety policies and procedures that are in accordance with regulations and legislation
o Development of maintenance schedules and framework for infrastructure
o Procurement strategy development, and procurement process management
o Actively developing materials (frameworks, tools, documentation, etc.) that support improved project delivery
- Building infrastructure systems for current and future generations – incorporate sustainability and climate-conscious solutions into work


CONDITIONS OF EMPLOYMENT

- Journeyman Trade Certification (preferably carpentry)
- Maintain a Class 5 Yukon Driver’s License for the duration of employment

- Ability to frequently travel to Mayo, Yukon if not residing in Mayo, Yukon

- 10+ years professional experience in a related field



QUALIFICATIONS

- Experience working for an Indigenous organization or government considered an asset
- Completion of courses related to construction management, estimating, budgeting, inspections, supervision and computers will be considered an asset
- Excellent writing and verbal communication skills
- A positive, solution-focused mindset
- Proven capabilities of managing and working within a multi-disciplinary team
- Demonstrated initiative and ability to communicate and effectively engage with a diverse group of clients
- Strong interpersonal skills, and strong emotional and organizational intelligence
- The ability to simplify problems and synthesize related content into succinct and clear materials
- Project planning, feasibility study and business case experience
- Project/construction management and/or procurement experience with large capital projects
- Project controls and contract management experience
- A solid understanding of the lifecycle activities supporting an infrastructure asset
- Strong technical, analytical and problem-solving capabilities
- Proven track record at managing multiple and competing priorities
