The Finance Manager supports the Director of Finance and Capital in the overall administration of the TH Government’s financial administration services. The incumbent provides supervision, coaching and training to finance staff, and provides Directors, managers and program leads with advice, guidance and direction regarding the proper implementation of the TH Government’s finance legislation, policies, procedures and processes. The incumbent administers budgetary controls, ensures compliance with legislation, policies and procedures, ensures that the General Ledger remains current and accurate, oversees compliance with financial reporting requirements, monitors the financial aspects of capital assets and mortgages, and oversees the TH Government’s banking responsibilities. The incumbent oversees the administration of funding contribution agreements, and supports the financial administration of TH’s housing rental program. The incumbent supports the annual audit process, and oversees the payroll team to ensure processes are accurate and completed on time. The incumbent serves as acting Director during the Director’s absence, with full delegation of financial authority.
An Eligibility List may be established from this competition – the duration of the eligibility list may be up to 12 months. The eligibility list may be used to fill future permanent full-time, permanent part-time, temporary full-time, temporary part-time, term, or auxiliary on-call vacancies within the same department and classification based on the organizational needs by going the next highest ranked candidate until the eligibility list expires.

Essential Qualifications:
- Post-secondary degree or diploma in business administration, economics, accounting or a related field of study, with a minimum of two years of experience working in a finance or accounting setting. An equivalent combination of education, training, skills, knowledge and experience will be considered.
- Demonstrated advanced knowledge of Sage 300 (formerly, Accpac).
- Strong working knowledge of financial procedures and processes related to budgeting, general ledger accounting, accounts payable and receivable, financial reporting and inventory control systems.
- Knowledge of legislative requirement related to GST processing.
- Knowledge of the small claims court processes.
- Advanced Microsoft Office skills, including MS Word and Excel.
- Strong planning, organizational, prioritization, multi-tasking and time management skills, and ability to meet complex deadlines and establish priorities.
- Strong communication, negotiation, problem solving and conflict resolution skills.
Assets:
- Experience in writing proposals, activity reports and financial reports.
- Ability to interpret and comply with TH Government’s Finance Act and Regulations, policies and processes, and with Generally Accepted Accounting Principles (GAAP).
- Ability to work effectively in a cross-cultural environment, with sensitivity to and understanding of TH traditions and values.
