Reporting to the Executive Director, the Director of Community Justice and Safety is a senior management position within the TH Government focused on promoting community safety, reconciliation, and the restoration of balance within the TH community. The incumbent leads the design and delivery of community safety and justice programs and services grounded in Dënezhu laws, values, and historical practices, reflecting holistic and culturally based approaches that uphold a sense of balance, identity, and harmony within the TH community and that are distinct from mainstream approaches. The incumbent performs a wide range of functions such as supervising and leading jëje-in and teams, strategy development, planning and budgeting, research and assessment of strategic opportunities and partnerships, representing the TH Government on various committees and commissions, liaising with other governments, organizations and agencies, and advising the Executive Director and TH Council on matters relating to community safety and justice. The incumbent works closely with other TH Departments on matters related to Section 17 of TH’s Self-Government Agreement and Administration of Justice Agreement (AJA) negotiations, contributing to the development of an AJA model that reflects TH’s vision, historical practices, values, and holistic approaches to justice. The incumbent oversees coordination of programs and services that support victims, promote safe communities, address offending behaviour through restorative approaches, and strengthen prevention, accountability, and reintegration. The incumbent provides oversight of Jëje Zho (Men’s House). 

An Eligibility List may be established from this competition – the duration of the eligibility list may be up to 12 months. The eligibility list may be used to fill future permanent full-time, permanent part-time, temporary full-time, temporary part-time, term, or auxiliary on-call vacancies within the same department and classification based on the organizational needs by going the next highest ranked candidate until the eligibility list expires.

Essential Qualifications:  

  • Demonstrated experience leading community safety and justice initiatives including responsive planning, policy development, and implementation.
  • Post-secondary degree (preferably at the graduate level) in criminology, law, Indigenous justice or a related discipline, combined with a minimum of five years of relevant work experience, including management responsibilities; an equivalent combination of education, training, skills, and abilities may be considered.
  • Demonstrated experience addressing community safety and justice issues affecting First Nation communities.
  • Working knowledge of the TH Final Agreement, Self-Government Agreement, and related governance structures.
  • Knowledge of and experience applying alternative and restorative justice approaches.
  • Demonstrated understanding of the impacts of intergenerational trauma and socio-economic conditions affecting Indigenous Peoples, and the ability to apply this understanding in the design and delivery of community safety and justice programs and services.
  • Proven experience in a senior leadership role providing supervision, performance management, coaching, capacity, and team development.
  • Strong administrative capability combined with demonstrated experience forecasting, monitoring, and managing budgets and workplans. 

Assets: 

  • Experience working with other governments, agencies, or Indigenous organizations.
  • Working knowledge and practical application of community justice philosophies, the Criminal Code of Canada, Youth Criminal Justice Act, Child and Family Services Act and other justice-related legislation and practices in the Yukon, along with familiarity with national trends.
  • Knowledge of TH Governmental structure, self-government agreements, Constitution, culture, traditions, history, demographics, family structures and socio-economic dynamics and challenges, including some familiarity with basic phrases in the Hän language.
