Position:                   Director Department:           Heritage Lands and Resources
Term:                         Full-Time (70 hrs biweekly), Permanent

 

Reporting to the Executive Director, the Director, Heritage, Lands and Resources (HLR) is responsible for leading and directing departmental activities specific to the management and administration of settlement lands and implementation of the Kwanlin Dün First Nation (KDFN) Final and Self-Government Agreements.

The Director is responsible and accountable for the overall operation and management of the department, plays a key role in establishing and fulfilling the Department’s mandate and is responsible for achieving quality service delivery for the objectives and outputs of the strategic plan.

Some essential duties include:

Developing annual work plans and budgets; provide input to the Government’s overall strategic plan, and; provide direction and leadership in meeting established goals, objectives, priorities and strategic developments.

Leading and directing KDFN responsibilities under YESAA (Yukon Environmental and Socio-economic Assessment Act) including participation in project reviews for on and off settlement land within the KDFN traditional territory.

Effective participation in natural resource management on non-settlement lands within the KDFN traditional territory.

Managing effective intergovernmental relationships associated with the management, planning, and uses of lands and resources in the KDFN Traditional Territory.

Required Qualifications (what we look for on your resume):  An equivalent combination of post-secondary education (i.e.: Diploma), combined with significant current/lived experience in the areas identified above, will equally be considered.

  • A Degree in Public Administration, Resource Management or Land Management required (a combination of other related training combined with solid experience will also be considered);
  • Experience in management or senior level positions, particularly in areas related to cultural heritage, land management or resource development.
  • Extensive experience working in natural resource management, environmental planning, or heritage conservation within First Nations.
  • Demonstrated experience collaborating with Indigenous communities
  • Significant experience working in senior level positions and supervising a team of professionals, preferably in a Yukon First Nations government environment;



Required knowledge and skills (what we assess):


  • Knowledge of historical and contemporary issues facing Yukon First Nation communities, particularly regarding land rights, cultural preservation, and self-determination.
  • Strong ability to respect and incorporate traditional knowledge and practices into land and resource management.
  • Strategic thinking
  • Strong communication skills for engaging with community members, partners, government agencies.
  • Skills in negotiation and conflict resolution.
  • Understanding of Financial Acumen; budgeting and management related to projects.
  • Familiarity with Environmental Regulations and Land Rights (treaties, agreements, legal framework).



Knowledge of Yukon First Nations history within formalized education systems, residential schools and on-going intergenerational effects specific to education and social programming is an asset. Familiarity with Kwanlin Dün First Nation history, culture, goals and aspirations is required for success in the role.

Conditions of Employment: 

  • Valid Driver’s license is required with access to a personal vehicle is an asset.
  • Satisfactory Criminal Record Check.
  • Attendance at the General Assemblies is a requirement of this position.

Salary:                  $93,329.60 - $159,577.60 per annum ($51.28 -   $87.68 per hour) Level 9 *plus benefits

*KDFN has generous employer-paid benefits and a matching pension package that commences after 3 months of continued employment plus paid leave accruals.
