The Yukon Human Rights Commission is a statutory body mandated to further the public policy that every person is free and equal in dignity and rights, to discourage and eliminate discrimination, and to promote recognition of the inherent dignity and worth and the equal and inalienable rights of all human beings. The Commission satisfies that mandate in two ways: first, by operating a neutral complaint system that ensures that those who believe they experienced discrimination based on a protected characteristic can advance their complaint towards resolution; and second, through public education and rights promotion.
Reporting to the Yukon Human Rights Commission Members, the Director is the Commission’s senior management employee responsible for the day-to-day operation of the Commission Office. Supervising between 6 and 10 professional and administrative staff, the Director ensures that the Commission meets its statutory obligations, which includes ensuring that complaints made under the Yukon Human Rights Act are screened and investigated, and that opportunities for resolution are thoroughly explored.
The Director is the primary public face of the Commission and is charged with carrying out public education on human rights across the Yukon. Working with representatives of historically marginalized peoples, community organizations, the legal profession, and government, the Director is an important catalyst for positive change in the Yukon.
The Yukon Human Rights Commission operates throughout the territory with its office situated in Whitehorse, the Yukon’s capital. Whitehorse is a small, cosmopolitan city, home to a diverse and growing population with a thriving arts, culture, and recreation communities. Located close to mountains and only a few hours from the ocean, Whitehorse offers a wide scope of outdoor activities. With a single exception, all Yukon communities can be reached from Whitehorse by road.
Education and Experience:
- Post Secondary degree in law, public administration, or another social science. Eligibility for membership in the Law Society of Yukon would be considered an asset
- Five to ten years of experience working with human rights-related issues in Canada
- Minimum three years of management experience
- Experience working with or an understanding of government operations
- Experience in innovation and organizational change-management
- Strong preference will be given to candidates with law degrees who have experience in human rights law, administrative law, and/or labour and employment law
Main Duties:
- Manages the Yukon Human Rights Commission Office, including budget and human resources
- Ensures the Commission’s mandate under the Human Rights Act is fulfilled, including making screening decisions regarding filed complaints, investigating complaints, and resolving complaints under the Human Rights Act
- Manages the development of human rights public education programs and human rights training
- Manages the Commission’s research and consultation activities
- Provides support to Yukon Human Rights Commission Members
- Participates in local and national human rights initiatives with organizations with common objectives
Knowledge and Skills:
- Knowledge of human rights law in Canada
- Experience with administrative tribunals and knowledge of the principles of administrative justice
- Mediation skills
- Ability to think strategically and to work with others to advance objectives
- Ability to make reasoned decisions
- Ability to deal with and de-escalate conflict and difficult situations in a trauma informed manner
- Ability to prioritize, meet deadlines and perform under pressure.

The salary range for this position is $114,718 to $157,547
