Job Summary:
Under the direction of the Bylaw Manager, the incumbent conducts public education and awareness programs and services in order to ensure the protection of the general public, property and animals and enforces municipal by-laws.
Duties and Responsibilities:
- Plan, develop, promote monitor and provide public education and safety awareness training to schools, community organizations and stakeholders in order to protect the general public, property and animals.
- Develop and present staff training programs and provide guidance and instruction to staff as required.
- Enforce municipal bylaws in order to ensure a safe environment for the general public including ATV, Snowmobile, Skateboard, Bicycle, Parks and Public Open Space, etc.
- Assist with day to day enforcement activities.
- Maintain public relations concerning bylaw awareness and enforcement.
- Provide traffic control as required.
- Investigate, gather evidence, prepare documents, lay charges if warranted, serve summons, give evidence under oath, attend Court and initiate other legal remedies.
- Act as Senior Constable or Manager Bylaw Services as assigned.
- Ensure, so far as is reasonably practicable, to follow safety procedures and standards.
- Compile statistics and prepare reports.
- Other related duties.
Number of Hires Needed
1Position Requirements
Working Conditions:30 to 50% of the work is performed under normal office conditions. Evening and weekend work is required. Exposed to dust, noise, temperature extremes and inclement weather and physical danger or threats.
Knowledge and Skills:
- Certificate in Criminology or certificate in related field.
- 3 years related experience developing and delivering educational programs in an enforcement environment and 6 months on the job training.
- RCMP Vulnerable Sector check.
- Standard First Aid including level C CPR (14 hours)
- Excellent organizational skills, prioritizing and ability to multitask with minimal supervision.
- Excellent skills relating to communications, team building, human relations, research and problem solving.
- Proven written and oral communication skills.
- Ability to foster and maintain effective relationships among peers and/or stakeholders.
- Valid Driver's License with a safe driving record.
Additional certification required within one and a half years of employment:
- Conflict Resolution Core courses (3)- Dealing with Anger, Conflict Management & Negotiation Level 1 (72 hours)
- Firearms Acquisition and possession certificate
- Traffic Control Training (16 hours)
- Transportation of Dangerous Goods & WHMIS
- Notary Public
An equivalent combination of education, training and experience may be considered.

Vehicle, all-terrain vehicle, snow-mobile, firearms, net gun, dart gun, pepper spray, animal trap, animal shelter equipment, photo-evidence equipment, catch poles, computer equipment including ERP, Power Point, electronic mail, word processing, spreadsheets and Bylaw Data Access.
