About the Opportunity
Are you an experienced accounting and financial professional who loves the outdoors and is keen to access the beautiful wilderness that exists in Northern BC? Are you interested in working directly for a First Nations community?   Kispiox (Anspayaxw) Band Council is looking for a permanent, full-time Chief Financial Officer to join our team. The position will be responsible for effective financial administration of the Band by undertaking a long-term visionary approach for financial planning for the community’s benefit and success. The position will be responsible for seeking out external funds to achieve the goals laid out in the Kispiox (Anspayaxw) Community Comprehensive Plan, as well as for auditing the organization’s financial plans and policies, its accounting practices, the conduct of its relationships with lending institutions and the financial community, maintaining its fiscal records, advising on tax matters and preparing financial reports. This position involves supervision over general accounting, property accounting, internal auditing, cost accounting, taxation matters (corporate taxes, sales taxes), budgetary controls, and leading the Financial Certification process (FMS and FPS Certification). The position will adhere to Generally Accepted Accounting Principles (GAAP).   General duties include (but are not limited to):
  • Creating organizational when it comes to infrastructure planning and actively seeking financial funds for projects;
  • Creating policies to fulfill the Nation’s community goals through a Strategic and Financial lens, that do not interfere with current Financial Policies but enhance them;
  • Overseeing Financial Department (including but not limited to preparing checks, coding and posting invoices, preparing deposits, journal entries, reconciliations, petty cash, issuing of checks/payment of invoices);
  • Preparing monthly/quarterly financial statements for Kispiox (Anspayaxw) staff, Band Manager and Chief and Council using Xyntax software;
  • Liaising with management staff and advising on cost management, cost control measures and the cost effectiveness of their program areas;
  • Overseeing accounts receivable and payable, work in progress billing;
  • Maintaining accounts and relations with advisors;
  • Overseeing internal system of handling funds; coming up with an investment strategy with Own Source Revenue and presenting to the Finance Audit and Economic Development Committee for review;
  • Maintaining year-end working papers and spreadsheets, and assist with preparation for any audits or independent reviews with support from the Executive and Accounting Staff;
  • Overseeing complete monthly reconciliation for all accounts;
  • Exerting care and control over assets and records and establishing procedures for safeguarding, including security and computer backup (copy virus checked and stored off-site);
  • Assisting in maintaining policy and procedure documentation for complex financial and accounting issues;
  • Maintaining current knowledge of regulatory changes and impacts on the organization's books of account;
  • Maintaining an accurate and complete trail of supporting documentation for all financial and bookkeeping activities;
  • Maintaining up-to-date, complete and systematic filing system to support book-keeping and financial records;
  • Developing, analyzing and interpreting statistical and accounting information in order to appraise operating results in terms of profitability, performance against budget, and other matters bearing on the fiscal soundness and operating effectiveness of the organization;
  • Evaluating the performance of personnel in the Accounting Department;
  • Recommending training requirements to keep Staff at the highest level of skill necessary to meet organization needs and objectives;
  • Recommending personnel be hired or removed from the Department when necessary;
  • Coordinating and directing the preparation of the budget and financial forecasts, instituting and maintaining other planning and control procedures (including the cost accounting system), and analyzing and reporting variances;
  • Overseeing tax planning and compliance with Federal, Provincial, payroll, and other applicable taxes;
  • Working with the Executive Director to evaluate and recommend insurance coverage for protection against property losses and potential liabilities;
  • Overseeing long-term budgetary planning and costs management in alignment with Kispiox (Anspayaxw) Band’s Strategic Plan;
  • Serving on Planning and Policy-making Committees; and
  • Performing other responsibilities as necessary.

Kispiox Band is governed by an elected body consisting of nine Councillors and one Chief Councillor.
About You                                                      
Our preferred candidate will have the following qualifications:
  • Professional accounting designation as a CPA (CA, CGA, or CMA);
  • MA/BA in Accounting and/or Finance, an MBA with a major in Accounting and/or Finance, or equivalent; and
  • 5+ years of experience working as a CPA or Finance professional;

Kispiox (Anspayaxw) Band Council offers competitive salary packages ($80,000 - $100,000) and benefits, an incredible work environment, and career advancement opportunities. This job requires primarily in-person work from the office at Kispiox Band, but flexible work arrangements may be considered for the right person. Sponsored accommodation also may be possible.
