The Kwanlin Dün First Nation is preparing for an anticipated Kwanlin Dün beneficiary referendum and seeks Expressions of Interest for the appointment of a Chief Returning Officer.
—The term of appointment is expected to be from approximately July 17 to October 25, 2019.  Adjustments to the length of the appointment may be necessary.

Summary of Services
The professional services of a Chief Returning Officer include preparations for, conduct of, and reporting on the referendum vote. In carrying out their work, the Chief Returning Officer will provide advice to and will be supervised by an appointed Referendum Committee. For the most part, the Chief Returning Officer and the Referendum Committee will execute their mandate independently and in compliance with the Constitution of the Kwanlin Dün First Nation and the Referendum Code (Kwanlin Dün First Nation).
—The Chief Returning Officer must be at least 21 years of age, must not be a member of the Kwanlin Dün First Nation Council or the Judicial Council, must not be an employee of the Kwanlin Dün First Nation at any point during the referendum period, must refrain from any active or public support or criticism of any referendum question, and must understand and have experience with the voting procedures and the provisions of the Referendum Code.

  • The Chief Returning Officer must act impartially, must not favour, oppose, promote or be associated with a campaign on any aspect of any referendum question, and must respect the principles associated with a secret ballot.

—    Expressions of Interest should be submitted on or before July 15, 2019, 4:30 p.m., to

  • Expression of Interest should provide: 
  • A brief illustration of your suitability; and
  • the terms of which you would be willing to accept appointment to this role including compensation and any other material terms.

Please note that before a referendum may proceed, it must be duly endorsed by Kwanlin Dün beneficiaries.  Beneficiaries are expected to decide whether to endorse the referendum proceeding in or around mid-August.  The Constitution of the Kwanlin Dün First Nation requires that a Chief Returning Officer be appointed prior to the beneficiaries making this decision.  Accordingly, KDFN will include in any contract with a Chief Returning Officer a right to terminate the contract without damages or penalty in the event that the beneficiaries do not endorse the referendum proceeding.  In such an event, the proper accounts of the appointed Chief Returning Officer would be satisfied pursuant to the contract.
