Course Description


Decision Writing is a 14-hour course building on the decision-writing module in the Introduction to Administrative Justice course. The focus is to assist tribunal members to acquire writing skills directly relevant to them. The course will help participants bring a reader-oriented perspective to writing decisions; organize and revise decisions to enhance logic and flow; write clear, concise and coherent decisions; and gain confidence in decision writing within their tribunal context. Participants will practice particular skills and techniques through focused writing exercises and by drafting or revising decisions. They will receive feedback on their exercises both from an instructor and peer learners. The course will include large and small group discussions and exercises.

Course Purposes:


This course intends to:



  • develop the writing skills directly relevant to tribunal members and staff.

  • bring a reader-oriented perspective to writing decisions

  • make written decisions readable, understandable and transparent.


Course Outcomes:


Participants will take away:



  • Either as a sole decision-maker or working with a decision-making panel, use decision-making notes to write a decision of an administrative decision-maker.

  • Explain the needs of the audience for a decision and how those needs affect the writing of a decision

  • Develop the evidence and positions of the parties in reasons for a decision so the parties and the public observe the evidence and the parties were heard by the decision-maker
